CARBON MANAGEMENT TRAİNİNG CENTER OF TURKEY

 In the frame of United Nations Framework Convention on Climate Change, Turkey is Annex I Partner. In this context, Turkey is not responsible for any emission reductions target however is obliged to transfer relevant technology and know-how, build infrastructural regulations on the topic and capacity development. In line with this commitment, implementation of a monitoring, reporting and verification (MRV) system is provisioned relevant regulations are built by the Ministry of Environment and Urbanization of the Republic of Turkey.

To introduce an MRV system that provides a reliable and robust source of data to identify GHG emissions, and thereby creates a solid foundation for future mitigation measures for Turkey and for reporting under the UNFCCC (with particular consideration of the COP21 decisions related to the enhanced transparency framework), a “Capacity Development Project for the Implementation of a Monitoring, Reporting and Verification (MRV) System for Greenhouse Gas Emissions” was commenced (executed by Ministry of Environment and Urbanization of the Republic of Turkey, Directorate General of Environmental Management and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ)by the agreement signed between Turkish and German governments).

Within the scope of “MRV Capacity Development Project”  a “Carbon Management Training Center of Turkey” has been provisioned to be established under the roof of TUCEV (Turkey Environmental Protection Foundation).

WHAT IS MRV

The term MRV originally came from the Bali Action Plan, the negotiating text of the United Nations Framework Convention on Climate Change (UNFCCC) in Bali, Indonesia at the end of 2007. The basic understanding of the Bali Action Plan is that climate change mitigation actions – mainly Greenhouse Gas (GHG) emissions reduction – shall be implemented in a “measurable, reportable and verifiable” manner, and this idea has brought significant implications for international negotiations since then. In parallel, the term of “MRV” has often been used without a common understanding of its definition, objective and content, leading to confusion and misunderstanding.

The key function of MRV is enhancing transparency through the tracking of national GHG emission levels, the tracking of climate finance flows received or the impact of mitigation actions. MRV facilitates sharing information and lessons learnt and allows assessing whether set targets have been achieved. This creates transparency and shows the continuity of a country's actions, which internationally strengthens trust of climate finance donors and other investors. Transparent MRV approaches can improve comparability at national and international level thus supporting coherence between domestic and international MRV systems. Where detailed reporting on MRV approaches takes place, as in National Inventory Reports under the UNFCCC, this enhances the identification of best practice examples.

Objectives

MRV Training and Support Center’s key objective is to educate reliable, qualified, transparent experts who should monitor and report greenhouse gas emission according to international and national standards.

The purpose of the training is collect accurate and reliable information on greenhouse gas emissions according to national regulations and to increase the carbon management adequacy of the country to international standards.

In order to provide adequate, continuous quality and professionalism in training and support area of MRV project of Turkey, the targeted Training Center’s business objective needs to be a sustainable business model.

Mission

The mission of the provisioned MRV Training and Support Center is to create an ever-improving professional society composed of internationally recognized, highly competent and unquestionably ethical professionals that provide the foundation and leadership for greenhouse gas management for Turkey.

To address climate change by building and supporting a country community of experts with the highest standards of professional practice in measuring, accounting, verifying and managing greenhouse gas emissions; meeting the needs of governments, corporations with industries and local /international organizations via trainings and expertise and awareness raising services.
